
Armenia's government on Thursday, July 23, signed off on the implementation report for a repeated lifespan extension of Unit 2 at the Armenian Nuclear Power Plant, the Soviet-era station widely known as Metsamor, pushing the reactor's operating horizon out to 2036. The decision keeps the country's single largest generating asset online for another decade and locks in a roughly $160 million upgrade program executed in cooperation with Russia's state nuclear corporation, Rosatom.
The stakes are hard to overstate for a landlocked economy with few domestic energy resources. Metsamor supplies close to a third of Armenia's electricity, and its VVER-440 reactor has become a cornerstone of national energy security precisely because it displaces imported natural gas. Yerevan's energy strategy through 2040 leans on the plant to diversify supply, curb import dependence and hold down emissions, making a shutdown politically and economically untenable before a replacement is built.
The newly approved report details a dense work plan: 103 program activities in total, spanning major modernization projects run by Armenian NPP CJSC and dozens of procurement procedures. Central to the effort is a framework agreement with Rosatom subsidiary Rusatom Service valued at $57.5 million, covering a slate of contracted upgrades, several still in the technical-specification phase. To finance the push, the government earlier in July approved a budget loan of 20.1 billion drams. Rusatom Service previously carried out heavy engineering work at the site, including annealing the reactor pressure vessel to restore much of its original condition. Washington in early 2026 signaled willingness to invest in Armenian nuclear power, and new-build discussions continue in parallel, with Armenia weighing partner experience from the United States, France, China, Russia and South Korea for a potential new reactor of up to 1,200 MW. Rosatom has already prepared a feasibility study for such a unit. According to the World Nuclear Association, nuclear generation accounted for about 30% of Armenian electricity in recent years, underscoring why the government cannot afford a coverage gap between the aging Unit 2 and any future build.
The timing adds another layer. In the same week, Armenian officials held expert-level discussions with the European Union on electricity market reform and energy storage regulation, part of a broader alignment with European norms that runs alongside a connectivity partnership channeling EU funds into transport, energy and digital infrastructure. The result is a striking balancing act: Russian technology and financing keep the lights on today, while American capital and European regulatory frameworks are being courted to shape the sector's next chapter.
For businesses operating in Armenia, the extension reduces near-term risk around baseload power and price stability, a meaningful signal for energy-intensive investors and the country's growing tech and manufacturing base. It also sustains demand for engineering, procurement and safety-related contracts through 2036. The open question is whether the eventual new-build tender goes East or West, a choice that will carry diplomatic weight far beyond kilowatt-hours. For now, Yerevan has bought itself time, and a decade of continuity, without foreclosing any of its options.
