
The first submarine fibre-optic cable ever laid across the Caspian seabed has reached the Kazakh coast, completing the hardest engineering phase of a 380-kilometre link between Sumgayit in Azerbaijan and Aktau in Kazakhstan. Kazakhstan's Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Zhaslan Madiyev, inspected the finished marine installation aboard the cable-laying vessel alongside Kazakhtelecom Chairman Bagdat Mussin and AzerTelecom International Chief Executive Ana Nakashidze. What the ceremony did not spell out is that the commissioning date has moved. Official statements now put full operation at the end of 2026 — not the third quarter, as Kazakhstan's own ministry stated in December.
The Trans-Caspian Fiber Optic Cable Line is the missing middle of a corridor that already runs from China to the edge of Europe. Its 400 terabits-per-second design capacity sits inside the same performance envelope as new-build transatlantic systems, and orders of magnitude beyond the legacy terrestrial routes the Caucasus has depended on. Every carrier, hyperscaler and content delivery network currently routing Asia-Europe traffic through Russian territory has been waiting for an alternative that does not require that transit.
A quarter's delay is not fatal, but it is expensive in a market where routing decisions are made a year ahead. Enterprise contracts and hyperscaler capacity commitments are negotiated against firm ready-for-service dates; a date that moves once tends to be priced as a date that may move again. The competitive window also matters, because the corridor's value proposition is partly a function of being first.
Marine installation began in July 2026 using a vessel displacing more than 20,000 tonnes and equipped with dynamic positioning to hold station precisely over the route. Around 70 specialists worked around the clock. The cable itself was manufactured in China, shipped to the Kazakh port of Kuryk, then transferred to Baku and loaded onto the laying vessel. Route selection required surveys of a seabed no one had ever cabled, and deliberate avoidance of anchorage areas and military exercise zones — a constraint that is easy to overlook and hard to engineer around in a sea bordered by five states with unresolved delimitation questions.
The vessel carried a dedicated jointing room, allowing engineers to splice or repair the cable mid-installation rather than abort a run. Both the Kazakh and Azerbaijani cable ends were tested before landing.
The financing structure is the detail most likely to be missed, and it is the most commercially significant. The project is funded entirely by the participating telecommunications operators, with no state budget contribution. For infrastructure of this strategic weight in this region, that is unusual. It means the two carriers carry the full commercial risk and the full upside, and it means the route's pricing will be set by return requirements rather than by policy. Delivery sits with CaspiLink B.V., the joint venture formed by Kazakhtelecom and AzerTelecom International, which will also operate the system.
AzerTelecom operates within Azerconnect Group, part of NEQSOL Holding, which launched the wider Digital Silk Way initiative the cable anchors. That places the asset inside a group whose new chief executive has made international capital access an explicit priority — and a commissioned, revenue-generating submarine cable is materially easier to finance against than one still on a vessel.
The comparison worth drawing is with the physical corridor. Georgian Middle Corridor container traffic rose 33 per cent in 2025 and Baku-Tbilisi-Kars cargo volumes climbed nearly sixfold, growth that came from freight rerouting away from Russia after 2022. Data traffic has been subject to the same pressure without the same alternative infrastructure. Kazakhstan has put more than one trillion tenge into its telecommunications sector; this cable is the piece that converts that domestic investment into transit relevance.
Caspian weather windows narrow sharply after September, and the remaining work — coastal integration, terrestrial build-out, systems testing — is precisely the phase where submarine projects slip. A second delay would push live service into 2027.
Pricing discipline is the larger commercial risk. The route's value depends on both carriers resisting the temptation to undercut each other on transit, particularly if Russian capacity ever normalises and reintroduces a cheaper competing path. And the headline 400 Tbps only clears end to end if complementary terrestrial capacity exists through Georgia, Turkiye and into European peering hubs. Without it, the submarine segment is a fast pipe feeding a slow one.
Two markers over the next four months. First, whether terrestrial and coastal integration completes this autumn as stated — that is the gate on the year-end date holding. Second, whether either carrier announces a named anchor customer, particularly a hyperscaler, before commissioning. A signed capacity commitment ahead of ready-for-service would confirm the commercial thesis; silence through Q4 would suggest the route is being built ahead of proven demand.
