Azerbaijan's state energy company SOCAR is advancing its entry into Italy's downstream energy market, with the World Energy Council's Italian Secretary-General stating that SOCAR's entry may revive the country's downstream segment. The development coincides with a historic milestone: Azerbaijani gas reached Austria and Germany for the first time in January 2026 through the Trans Adriatic Pipeline network, marking the physical expansion of the Southern Gas Corridor from its original Southern European markets into the core of Western Europe.
SOCAR's international footprint has expanded steadily in recent years. The company already holds equity stakes in Turkey's TANAP pipeline and downstream operations, Georgian pipeline and distribution assets, and international hydrocarbon exploration positions including in the UAE and Israel. An Italian downstream entry would represent a strategic westward move, positioning SOCAR closer to the end consumers of Azerbaijani gas and allowing it to capture margin further along the value chain.
The Italian market entry aligns with a broader Azerbaijani strategy of deepening its presence in European energy markets at the commercial level, not merely as an upstream producer. SOCAR is expanding cooperation in human capital development with Turkish energy company TPAO, according to Report.az, reflecting the company's continued investment in technical capacity as it scales internationally. Slovakia's pipeline operator SPP is also holding talks with 20 gas suppliers including Azerbaijan, signaling further potential volume growth for Azerbaijani gas across Central Europe.
The arrival of Azerbaijani gas in Austria and Germany represents a geopolitical as well as commercial milestone. Both countries were historically among the most dependent on Russian gas, and their ability to now receive Caspian supply through TAP marks the full geographic realization of Europe's post-2022 energy diversification strategy. Bulgaria's dependence on Azerbaijani gas has already reached 40% of total consumption — a benchmark that other Southeast European economies are likely to approach as infrastructure is further developed.
For Azerbaijani energy sector investors, SOCAR's downstream expansion into Italy and the geographic extension of gas deliveries into Central Western Europe represent a structural upgrade in the company's commercial positioning and revenue diversification.
