IE University Opens Baku Innovation Hub with PASHA Holding and SOCAR

IE University, the Spanish higher education institution, has opened a Hub for Leadership and Innovation in Baku, inaugurated on 27 October, through a strategic partnership with PASHA Holding and SOCAR, with institutional support from Azerbaijan's Ministry of Science and Education and Ministry of Economy, SOCAR said on 29 October.

The hub is based at ADA University and will work on corporate collaboration, human capital development and the growth of the entrepreneurship and innovation ecosystem, according to SOCAR's announcement of the launch. Its first activities will focus on Azerbaijan, and the hub plans to expand cooperation across Central Asia later.

Three areas of work

The hub is organised in three areas. Education and development covers undergraduate and graduate degrees, programmes for executives and training tailored to companies, with the Azerbaijan Global MBA (AZEMBA) programme as a flagship. Research and innovation will study entrepreneurship, digital transformation and regional competitiveness. New venture creation will connect startups, investors and institutional partners with IE University's international innovation network.

As part of the event, the Ministry of Economy and IE University signed a Framework Cooperation Agreement on the Establishment and Development of an Economic Observatory, SOCAR said. The agreement provides for joint research and economic analysis on diversification, productivity and competitiveness, and for dialogue between government, business and academia.

Incentives for startups

Deputy Minister of Economy Samad Bashirli said startups, investors and residents and operators of technology parks will be able to benefit from tax incentives for up to 20 years, along with incentives for research and development, investment in entrepreneurship and the recruitment of international specialists, Trend reported on 27 October. Bashirli said the observatory would focus on competitiveness and economic transformation and bring together academia, government agencies and business. He said evidence-based research is crucial for sound economic policy.

Trend also reported a letter from Minister of Economy Mikayil Jabbarov, which said developing competitive human capital, mastering modern technologies and building innovative capacity are among the main priorities of Azerbaijan's economic development.

"The establishment of the IE Hub in Baku is an important step towards strengthening the integration of Azerbaijan's business environment with the international education and innovation ecosystem," Jalal Gasimov, Chief Executive Officer of PASHA Holding, said at the opening, according to SOCAR. SOCAR Vice President Ziba Mustafayeva said the most important investments are investments in people, in their knowledge, skills and ability to adapt to change.

IE's regional reach

Santiago Iñiguez de Onzoño, the Executive President of IE University, said the idea for the Baku centre took shape over the past year of discussions among the partners. "We want to witness more entrepreneurs creating new companies in Baku, Central Asia, and other parts of the world over the next 5 to 10 years," he said, as Trend reported from the launch.

He said IE University's operations are not limited to its main campus in Spain: it began operating in New York a few years ago, keeps leadership and innovation centres in Riyadh, and plans an innovation centre at the University of California, Berkeley.

PASHA Holding, which marks its 20th anniversary in 2026, has more than 25,000 employees and assets exceeding USD 18 billion, according to SOCAR's release. It operates in Azerbaijan, Uzbekistan, Türkiye, Georgia, Montenegro and the United States.

What it means for business

For companies in Azerbaijan, the hub adds a source of executive training and a link to an international venture network at a time when the government says startups and technology parks will be able to benefit from tax incentives of up to 20 years. The involvement of one of the country's leading business groups and SOCAR gives the programme two large corporate partners from the start.

The economic observatory gives the Ministry of Economy a research partner on diversification, a goal that also runs through Azerbaijan's recent startup rules, as CBJ reported in its piece on the overhaul of the venture capital law. SOCAR's own move into technology was covered in CBJ's report on its plans for AI and data centres. The hub also plans to expand cooperation across Central Asia in the future, according to SOCAR.
