Azerbaijan Restates 8 GW Renewables Goal for 2032 at UN

Azerbaijan plans to raise its renewable power capacity to 8 gigawatts (GW) by 2032, Elvin Ashrafzade, Deputy Permanent Representative of Azerbaijan to the United Nations, told a UN General Assembly discussion on sustainable development, climate change and energy security on 12 October 2026, Trend reported. He said agreements had been signed to develop an additional 6 GW of solar and wind capacity by 2030.

According to Trend, Ashrafzade said the 6 GW would allow Azerbaijan to triple its existing capacity, and that under the country's updated climate commitments the target of cutting greenhouse gas emissions by 40% had been brought forward from 2050 to 2035. He also cited work on green energy zones in the Karabakh and East Zangezur economic regions and said the build-out would create opportunities to export green electricity to Europe.

The 2032 goal is not new: Interfax noted in May 2026 that Azerbaijan planned to integrate 8 GW of renewables into its grid by 2032. The UN statement restates it alongside an earlier emissions deadline, and the gap with today's fleet remains wide. The Ministry of Energy's renewables page, updated on 22 September 2026, lists 2,170 MW of renewable plants in operation, about 21.5% of total capacity. Hydropower accounts for 1,443.5 MW at 65 plants, while six wind farms total 306.5 MW and 10 solar plants 378.2 MW, together 684.7 MW by CBJ's sum.

Where the build-out stands

The 100 MW Gobustan solar plant, built by China's Universal International Holdings Limited, began operating on 16 September 2026 and is expected to generate about 200 million kWh a year, the ministry says. Masdar is building 445 MW of solar in Bilasuvar, 315 MW in Neftchala and a 240 MW wind plant in Absheron and Garadagh (see CBJ on the 760 MW solar financing). Energy Minister Parviz Shahbazov said in May that 12 solar and wind plants with a combined 2 GW would be commissioned in 2027, Interfax reported.

Trend reported on 11 October 2026 that the Yeni Yashma wind park had generated 478.6 million kWh from its commissioning up to 1 October 2026. The 50 MW, 20-turbine park in Khizi district started operations in October 2018, IPP Journal reported at the time. By comparison, the ministry expects the 240 MW Khizi-Absheron wind plant built by ACWA Power to produce 1 billion kWh a year.

Exports depend on cables still under study

The Caspian-Black Sea-Europe Green Energy Corridor rests on a strategic partnership agreement signed in Bucharest on 17 December 2022 by Azerbaijan, Georgia, Romania and Hungary. GECO Power Company manages the project with the four countries' transmission operators, and Italy's CESI is carrying out the feasibility study, according to the ministry. CBJ reported on ministerial talks on the corridor in June.

A second route would bring Central Asian power west. The Asian Infrastructure Investment Bank (AIIB) and Azerbaijan signed two grants totalling $1.1 million, The Times of Central Asia reported on 12 October 2026: $1 million for the first phase of a feasibility study for the Caspian Green Energy Corridor, which envisages a subsea cable of about 400 kilometres between Kazakhstan and Azerbaijan, and $100,000 for planning shore-based infrastructure for offshore wind. The Asian Development Bank is adding $1 million to the study (background on the three-country Green Corridor Union).

What to watch

  • Whether the 12 plants Shahbazov listed reach commissioning in 2027, a near-term test of the target.
  • Official publication of the updated emissions pledge, given that the ministry's website still cites 2050 for the 40% cut.
  • Findings of the CESI study and the Caspian corridor study, which will decide whether the export cables move towards investment decisions.
  • Grid readiness. AIIB Director General Xiaohong Yang told Trend on 12 October 2026 that renewable generation needs support from transmission, grid management and storage.
