Azerbaijan and Georgia launch electronic freight permit system

Azerbaijan and Georgia have launched a fully digital system for issuing international road-freight permits, replacing paper documentation with an online process that runs around the clock. The platform is operated by the Azerbaijan Land Transport Agency (AYNA) through its e-xidmet.ayna.gov.az portal, where carriers can secure permits without visiting a government office.

To mark the launch, the two sides exchanged an initial batch of 3,000 electronic permits — 1,000 bilateral, 1,000 transit, and 1,000 third-country permits. The system "operates in a fully automated mode 24 hours a day, seven days a week," accelerating issuance and cutting the administrative friction that has long slowed cross-border haulage.

The rollout followed a clear timeline. The two countries agreed to digitalise permits at the Azerbaijan–Georgia Joint Commission meeting on 8–9 April 2026 in Baku; technical integration began on 1 May; and, after a pilot phase with successful test shipments, the system moved to full operation in July.

With the launch, Georgia becomes the fifth country to join Azerbaijan's e-permit network, after Türkiye, Uzbekistan, Kyrgyzstan and Kazakhstan. For a corridor that links Central Asia to Europe through the Caucasus, digitising permits removes one more bottleneck from the Middle Corridor's growing freight flows.
