Amulsar Tax Estimate Now Comes With Conditions

Armenia's government has put a large number on the Amulsar gold mine, but its own statements differ on timing and conditions. On 10 October 2026, when operations were launched, Economy Minister Gevorg Papoyan said taxes, duties and royalties alone would amount to $130 million in payments to the state budget, with the project raising GDP by about 1.5% a year, Armenpress reported. In the ARKA weekly review for 19 to 25 October, Papoyan was reported as saying Amulsar could contribute 1.5% to 2% of GDP and yield up to $130 million in tax revenue by 2027, assuming current gold prices hold.

CBJ covered the opening in its report on the Amulsar launch. This article looks at what changed between the two statements.

Two framings of one figure

The first statement reads as an annual figure. The second adds a date, 2027, and a condition, the gold price. The reports also differ on GDP: about 1.5% against a range of 1.5% to 2%. CBJ cannot tell from the published reports whether these are different estimates or the same estimate described loosely, and the ministry has not published a model.

Other published details are consistent. More than $750 million has been invested, more than 210,000 ounces of gold are planned during the operating phase, and the state owns 12.5% of the project, Armenpress reported. Its reports do not say whether the 210,000 ounces is an annual rate or a total, which makes it impossible to check the $130 million figure against a gold price.

From concentrates to metals

Papoyan also said the government wants to shift from exporting mineral concentrates to metallurgical production, ARKA reported. Amulsar is a gold operation and not a concentrate exporter, but the stated aim covers the wider mining sector, where copper and molybdenum are exported mainly as concentrates. CBJ reported earlier that metallurgical output rose 33%.

Putting $130 million in proportion

At the rate quoted on ARKA's page, 361.14 drams per dollar, $130 million is about AMD 46.9 billion. By CBJ's calculation that is roughly 2.9% of the AMD 1.639 trillion paid by Armenia's 1,000 largest taxpayers in January to September, though the two figures are not strictly comparable, since one is an annual estimate and the other a nine-month total. It suggests Amulsar would be material but not dominant in the budget.

What to watch

  • Published production and sales figures from Lydian Armenia, which would let outsiders test the $130 million claim at stated gold prices.
  • The first Statistical Committee data that include Amulsar output, likely in later monthly releases.
  • Local reaction around Vayk, Jermuk and Sisian, where Papoyan expects the main benefits.
